Nothing missing. That engine is designed to have a free floating ring. This is evident by all the extra "webs' in the exhaust port.

Before doing the following be certain that all the thin shims, and spacers , if there are any, are in their proper location on the shaft. Then see if the shaft will rotate without the prop mounted....

It sounds like something is leaking air. Check the tank and fuel lines for leaks. Make sure the back plate is not leaking. check the O ring seal on the carb.
