I've tried many different mixture settings from lean to rich from 1 turn up to 2.5 turns.

I have a new SAITO 72 GK. After a careful break-in of a gallon of fuel I still cannot get rpm above 8400 and the engine will not run steadily. At full throttle, the rpms fluctuate by more than 600....
