Sounds to me like you just have your idle set a bit too low. Did you have a particular reason for using onboard glow?

I've never had a problem with icing, and I used to live in super humid MS. The intake pipe does get really cold though, but I wouldn't worry. The cooler the intake charge the better anyway. :)

The regulator can be floating, no problem. I try to keep the nipple on the output of my IB regulator about .5cm from the input nipple on the carb. As Hobbsy said, the closer the better.

I'd just buy a new needle. They're cheap and the blunt end could seriously be effecting how precisely you can tune your fuel and air mixture.
