I have been told that if my low speed needle is too rich it will cause this to happen.  Have any of you heard of this?

when the throttle arm is all the way back, it almost touches the corner.

Allow me to continue, my throttle arm on the motor is located in the middle of the engine near the firewall, the only way I could get high speed needle to...
