Have you tried running it with out the cowl on? If it runs ok with out the cowl than you have a cooling problem when it is cowled. It takes a 2/3 to 1 ratio for the engine to acquire proper cooloing...

You are correct. I did not see the aluminum washer and I think it is because the washer came off when I removed the carb. Tks.
